By the end of October, the task of the rural road construction for this year had been completed. This indicates that 100% of villages in Ningbo are now accessible by highways. In 2003, Ningbo decided to modernize the rural highways and that the goals should be reached in three steps. In the first step, namely by 2006, 100% of villages in Ningbo should be accessible by highways. In the 2nd step, namely, by 2010, all rural highways should form a network. And by 2015, all rural roads should be modernized, and the task of the integration of roads, stations and operation and ecological facilities should be completed. So far, the first step of tasks has been completed. Over the past three years, the city has invested 1.69 billion yuan, building 2,143.6 km of rural roads, and innovated roads to 1,226 villages.
